Our History

The Cambodian Farmers Association Federation of Agricultural Producers (CFAP Cambodia) developed from the community organization established in 1995. During this period (2002-2005), the organization was under development of working policy, organizational statute and restructuring into a full membership-based organization to represent farmer members and member organizations. CFAP found by only nine Commune Farmers Associations at a start.

The organization registered with the Ministry of Interior (MoI) on May 2007,Registration no. 583SJN. The organization also amended its governing structure and statute asa led-farmers’ organization and officially recognized by Ministry of Interior (MoI), the Royal Government of Cambodia on 4thFebruary 2010 with Ref. no. 216SJN.

The organization was researched and made profiling by Agriterra, policies and rules have been changed and improved toward a membership base organization. Ways of working in FO style were found since then and as the light to seek for real meanings of FO gradually by volunteer workers and farmers, CFAP-Cambodia is the first organization that found the producing farm families federation in Cambodia by combination of small producers groups as the communities and associations base from other provinces in the country.

CFAP-Cambodia is being implemented in FO style, nine commune farmers associations (CFAs) from sixty village farmers associations were formulated at a start and elected board has been started since then. Executive committee members were born and have also elected board from the CFAs leaders as well in order them have regular meetings to speak on behalf of farmers at the apex level. Due to membership based concepts are new to Cambodian farmers, so that members need to learn by doing about FO policies and its procedures and ways forwards of working etc and need capacity building regard FO performance, study visit to other cooperatives and farmer organizations in other countries to gain knowledge in FOs base style. During the period, the organization depended much on CEO.

The organization has improved positively in membership based approach; regular meetings of the board and Excom. Committees were adopted in the agenda of the organization. The organization has been strengthened toward real farmer organization which represents producers at the nationwide. The first annual general meeting was held on 30th December 2008 for reflection and ensures the progress of the federation in FO style, election of two vice chairpersons to fulfill the vacancy positions at the board level.

In December 2009 was the 4th Executive committee meeting of the organization along with the first general assembly (GA) of the organization which all committee members could discuss about their own problems encountered at the farm level, organizational status, difficulties and findings and looking for possibility to protect their farms by themselves in good cooperation with the governments and relevant stakeholders. Seeking for new positive methods to improve and sustain the existing communities based and strengthening the roles of the federation effectively to serve the interests of small farmers/members at the national level. On 30th December 2009 it was the first General Assembly (GA) of the federation to review policies, activities and strategic plans done so far and approval of new registered members and election of board and members so on and so forth.

The organization could run its work in a right track base on the five year strategic planning, prioritized working areas such as priority no.1 Improvement Horticulture Products, priority no.2 Improvement Cooperative Marketing, priority no. 3 Small rural business initiatives, priority no. 4 Develop Youth Programme and priority no. 5 Strengthen Membership Base and Data Base.

The organization has large development of its working programmes forward self-sustainability i.e. we focus on specific training and coaching “vocational and on-site training model” to become professional producers and enterprising of their produces regularly to market. At the same time, knowledge and skill on produces processing and access to finance is needed to ensure that their farming business is firm and sustainable". Committee members and staff members of farmers’ organizations as members have strengthened and trained, finally they will become local experts or local capacity builder (LCB) that could extend services to farmer members directly.
Climate change is affecting rural poor farmers every day, high temperature, sometimes up to 38-40o C, drought and food is something farmers need to adapt and make it resilient while most farmers require to upgrade their capacity, so that they can cope with the situation and changes. CFAP accesses of farmers to household water source i.e. in 2014 delivered ponds to small scale farmers to enable them access to a year round growing for sale. Green House Models, Rovai pumps and wind pumps delivered to target areas in collaboration with Agri-agencies and our partners. There were 28% of our total household members accesses to direct facilities support while another 72% participated actively in CFAP’s activities.
Mobilising training services to farmer members, to facilitate access of members to savings, capital shares and AGRI-Credits, developing marketing services to farmers’ organizations as members and group members with clear business plan, organizational development and strengthening in farmers’ organizationsin a membership-base have focused.
